To me it seems like uptightness in the Stockholm police. And I am a longtime member of AA, not a drinker. Given the full picture including it was a film festival and his celebrity status, I think they could have rendered service in a less confrontational way, like escort him home. But after all, how fast can you go in a golf cart?
